Online scam and cybercrime complaints

Cybercrime complaints to the CICC nearly doubled in 2025, to 18,633.

The Cybercrime Investigation and Coordinating Center's complaint centre logged 18,633 cybercrime complaints in 2025 from more than 13,000 individuals, against 10,004 in 2024 and 3,317 in 2023. Consumer fraud was reported as about 35% of them. Losses of ₱418.187 million were reported across four categories only — consumer fraud, online fraud, hacking and phishing. A separate and much larger set of numbers, the Bangko Sentral's financial consumer complaints, counts something different again.

PAO public attorney access

How many people does each PAO public attorney serve? On published data, that cannot be answered.

The Public Attorney's Office reports its public attorneys across 18 reporting regions, one of which — the Negros Island Region — carries no published count. The Philippine Statistics Authority counts 112,727,776 people across its own 18 regions, and its BARMM total includes Sulu. The two geographies have not been reconciled in any published document, so attorneys-per-100,000 figures cannot be computed from them. What can be published is the attorney count itself, region by region, as reproduced by the compilation this page draws on.

Labor justice tracker (SEnA)

SEnA facilitated ₱2.9 billion for 58,212 workers in 2024. Its own caseload totals do not reconcile.

The Single Entry Approach is the Department of Labor and Employment's 30-day mandatory conciliation-mediation step for labour issues arising from employer-employee relations, subject to the exceptions set out in Department Order No. 249, series of 2025. Its 2024 release reports ₱2,903,714,020.87 in monetary benefits facilitated as of December 2024, reaching 58,212 workers. It also reports 53,519 requests for assistance processed and 83,836 handled, while its cycle-time rows sum to 76,500 disposed and 56,688 settled. Those four totals are not reconciled anywhere in the source, so this page publishes each as published and divides none of them into another.

How these datasets are compiled

Figures come from Philippine government statements and reports — the CICC, PNP, Bangko Sentral, Public Attorney's Office, Philippine Statistics Authority, NCMB and DOLE — or from published research that names its dataset. Every source is labelled with what it actually is: a primary document, an official statement, a news report carrying an official figure, or a secondary compilation. A news report is never treated as a primary source.

We do not estimate. Every number is either a published figure with a dated source, or a Sulat.ph calculation whose inputs are named in the row beside it. Where two agencies count different things, we show them as different things and do not subtract or divide across them. Where a figure cannot be computed from aligned published data, it is suppressed and the reason is published in its place.
