Sulat.ph Data · PAO public attorney access

How many people does each PAO public attorney serve? On published data, that cannot be answered.

The Public Attorney's Office reports its public attorneys across 18 reporting regions, one of which — the Negros Island Region — carries no published count. The Philippine Statistics Authority counts 112,727,776 people across its own 18 regions, and its BARMM total includes Sulu. The two geographies have not been reconciled in any published document, so attorneys-per-100,000 figures cannot be computed from them. What can be published is the attorney count itself, region by region, as reproduced by the compilation this page draws on.

The headline numbers

Attorney counts are rows reproduced by the Legal Research PH compilation and attributed there to PAO's 2025 accomplishment materials; they have not been verified against a PAO document, because pao.gov.ph was not retrievable on the access date. Population figures are the Philippine Statistics Authority's 2024 census. No ratio between the two is published here, for the reason set out in Finding 2.

Public attorneys, compiled rows

2,521

Our sum of the 17 PAO reporting regions that carry a count in the secondary compilation. PAO's own national total is not verified.

Reporting regions with no count

1

The Negros Island Region is listed by PAO with no attorney figure, and has a census population of 4,904,944.

Population, 18 census regions

112,727,776

The 2024 census count across the 18 regions. The declared national total is 112,729,484, which adds 1,708 Filipinos posted abroad who belong to no region.

Key takeaways

  • The rows reproduced by the Legal Research PH compilation, attributed there to PAO's 2025 materials, sum to 2,521 public attorneys across the 17 reporting regions that carry a count. The Negros Island Region is listed as not available.
  • The census counts 112,727,776 people across 18 regions — 112,729,484 including the 1,708 Filipinos posted abroad — of whom 4,904,944 are in the Negros Island Region, a region for which no attorney count exists.
  • The census figure for BARMM, 5,691,583, includes Sulu. Whether PAO's BARMM attorney count does is not stated in any published document.
  • Because of those two mismatches, attorneys per 100,000 people, people per attorney and any ranking of regions are not calculable from published data. This page suppresses them rather than estimating them.
  • No attorney count here has been verified against a PAO document: pao.gov.ph returned HTTP 403 on the access date, and the compilation states no national total, so PAO's own 2025 figure remains unverified.

Finding 1 — what PAO does publish: the attorney count, region by region

These are counts, not rates. They are comparable with each other only to the extent that PAO's reporting regions cover comparable territory, which for four of them is unclear. Metro Manila has the largest complement; BARMM the smallest of the regions that carry a figure.

The 17 rows carrying a count sum to 2,521. That is our sum of rows reproduced by a secondary compilation, not a national total PAO has stated — pao.gov.ph was not retrievable on the access date, and the compilation gives no national figure.

Finding 2 — the two agencies do not use the same map, so the ratio cannot be computed

To say how many people a public attorney serves you need attorneys and people counted over the same territory. PAO and the PSA do not do that, and no published document reconciles them. Two specific mismatches make the arithmetic impossible rather than merely imprecise.

Finding 3 — the volume figures PAO does state, and what they do not mean

In January 2026 the Chief Public Attorney gave cumulative figures for the office under the current administration. They are the clearest public measure of PAO's workload, and they are frequently mis-cited as a count of people.

What we could not establish

Nothing on this page is an estimate. Where a figure could not be sourced or could not be computed from aligned published data, it is suppressed and the reason is published here rather than filled in. Each item is on the list for the next update.

  1. PAO's own 2025 Accomplishment Report. pao.gov.ph returned HTTP 403 to automated retrieval on the access date, so the Executive Summary, the Clients Served and Cases Handled table and the Narrative could not be read. Every regional attorney count here therefore rests on a secondary compilation and should be confirmed against PAO's own tables.
  2. PAO's national attorney total for 2025, which no source we could read states. Our figure of 2,521 is a sum of published rows and excludes the Negros Island Region.
  3. An attorney count for the Negros Island Region, and whether the Region VI and Region VII counts already include staff stationed there.
  4. How PAO serves Sulu — from BARMM or from Region IX — since the census assigns its roughly 1.15 million people to BARMM.
  5. PSA 2024 POPCEN populations for all 18 regions. Only the national total, NIR and BARMM appear here, because those are the three that bear on the crosswalk. A full regional population column will be added when it can be matched to an attorney count.
  6. PAO's eligibility thresholds and the size of its qualifying population, which would be the correct denominator for any capacity measure and which PAO does not publish.
  7. Whether the 47,961,758 assists represent distinct individuals. The source does not say, and we do not assume.

Method

These are government-reported and clearly labeled secondary-source figures. The population figures come from the Philippine Statistics Authority. The attorney counts are rows reproduced by a third-party compilation and attributed there to PAO's 2025 accomplishment reporting; PAO's own PDFs are listed below for the reader, but pao.gov.ph returned HTTP 403 to automated retrieval on the access date, so no attorney figure here is verified against a PAO document. Every source carries a label saying which of those it is.

No missing values are imputed; approximations, ranges and lower bounds are explicitly labeled. Every observation carries a value_qualifier on the page and in the CSV. Where a figure is our arithmetic it is marked derived and names its inputs.

Where a figure cannot be computed from aligned published data, we suppress it and publish the reason rather than filling the gap. Four figures on this page are suppressed: PAO's own national total, the national per-100,000 rate, national people-per-attorney, and BARMM people-per-attorney.

Where a published figure carries a period, we show the period. PAO's cumulative assistance figure covers July 2022 to December 2025 and counts instances of assistance, not distinct individuals.

Figures are updated when PAO posts its annual Accomplishment Report, usually in February. Corrections are listed on this page with their date.

Corrections

Every change to a published figure is recorded here with its date. Nothing is edited away silently.

  1. 4 September 2026

First published with a headline of "one free lawyer for every 43,000 Filipinos, in BARMM one for every 86,000", a national rate of 2.34 public attorneys per 100,000 people, a ranking of 17 regions and a per-region ratio table. Every one of those figures has been withdrawn. They divided PAO attorney counts by population figures on a different regional geography: the Negros Island Region has a census population of 4,904,944 but no published PAO attorney count, and the population used for BARMM excluded Sulu, which the census includes. The ratios are not calculable from currently aligned published data and are shown as suppressed rather than estimated. The claim that PAO's 2025 reports had not yet been posted was also stale — they were posted in March 2026 — and the description of PAO as a universal free lawyer has been replaced with the eligibility the sources actually support.

  2. 4 September 2026 (second pass)

Second correction pass. The attorney counts are now described throughout as rows reproduced by the Legal Research PH compilation and attributed there to PAO's 2025 accomplishment materials, rather than as figures verified from PAO reports — pao.gov.ph returned HTTP 403 on the access date and no attorney figure here has been checked against a PAO document. The page title's "Official Philippine Figures" and the government-only provenance claim in the method are replaced with "government-reported and clearly labeled secondary-source figures". Source dates are corrected: the PSA national release to 17 July 2025 and the NIR and BARMM releases to 1 August 2025, while the three PAO PDFs now carry a month-only date of March 2026 rather than an invented day, and undated pages carry an access date instead of a publication date. The census figures are now distinguished: 112,729,484 is the declared national total including 1,708 Filipinos posted abroad, and 112,727,776 is the total across the 18 regions, which is the figure a regional count would have to be set against.

Sources

Each source is labelled with what it actually is. A news report is never a primary source here — it is the carrier of a figure an agency stated, and it is marked as one.

  1. Primary document

    Public Attorney's Office, 2025 Accomplishment Report — Executive Summary · 2026-03

Listed for the reader. pao.gov.ph returned HTTP 403 to automated retrieval on the access date, so this document could not be read and no figure on this page is attributed to it directly. The document is dated to March 2026 only: the source gives no day, and none is invented here.

  2. Primary document

Public Attorney's Office, 2025 Accomplishment Report — Clients Served and Cases Handled · 2026-03

Listed for the reader; not retrievable on the access date (HTTP 403). The document is dated to March 2026 only: the source gives no day, and none is invented here.

  3. Primary document

    Public Attorney's Office, 2025 Accomplishment Report — Narrative · 2026-03

  4. Primary document

Philippine Statistics Authority, 2024 Census of Population (POPCEN) — population counts declared official · 2025-07-17

The declaration of the official 2024 count. psa.gov.ph returned HTTP 403 to automated retrieval on the access date, so the release dates should be confirmed against the PSA pages themselves.

  5. Primary document

Philippine Statistics Authority, Highlights of the Negros Island Region (NIR) Population, 2024 POPCEN · 2025-08-01

NIR is ranked tenth among the country's 18 regions by population.

  6. Primary document

Philippine Statistics Authority, Highlights of the BARMM Population, 2024 POPCEN · 2025-08-01

The census BARMM total includes Sulu.

  8. Secondary compilation

Legal Research PH, Regional Distribution of Public Attorney's Office (PAO) Resources in the Philippines · 2026-06-14

A third party's assembly of PAO's 2025 accomplishment materials. Every regional attorney count on this page was read from here, not from PAO directly. It states no national total, and lists the Negros Island Region with no attorney figure.
